Measuring what matters
Response-time numbers on their own don't really tell you what applications are in trouble. Apdex is an open standard that defines a better way to report response-time measurements, and the best part is it can be applied to any existing measurements. Here's how it works.

I like the Apdex idea from a technical standpoint. The formula is straightforward and its output seems valuable assuming you put appropriate effort into selecting T.
The Apdex Alliance contributing membership fee is a bit steep, though, and it’s not clear what it buys other than some joint marketing. The certification document mentions an unspecified additional fee and assumes that certified products will be sold rather than freely distributed, which raises the question of whether and how a product like OpenNMS that might decide to implement Apdex could go about informing potential users of its support for the standard.
If you’d like to speak with Peter directly about how OSS projects could adopt this, we can certainly set up that discussion. I know of nobody doing it in the OSS or “Commercial OSS” space at this point.
